Leadership in Border Security: A Leadership Competency Framework (Leong et al., 2026)
A leadership competency framework was developed to provide a clear, common definition of leadership within IC. The framework is tailored to ICA’s unique border-security environment, ensuring that it is both relevant and practical. It is intended to guide the selection, assessment, training and development of officers, helping ICA to build a resilient leadership pipeline capable of meeting today and tomorrow’s security challenges.
